A2 Family Visa in Cuba

Hi. I am having problems finding where to get the A2 Family Visa application. Do you know if any will do? I found Helsinki, Finland. Thanks.

The Cuban A2 Visa, also named "Family Visa" is a visa that gives you the admission to stay in the home of your Cuban relatives (or close friends).
The foreigner has to prove the (close)relationship to the Cuban national. (family, married, engaged etc.) If you have family or a partner in Cuba where you will stay, the best is ask them to go to the nearest immigration office for up to date information, immigration regulations are subject to changes, there are few fixed rules, Immigration authorities decide if you get a family (A2 visa) or not.
Notice: You can also enter Cuba on a tourist visa and after 24 Hrs you can change the tourist visa for a family visa at the nearest Immigration Office. The A2 visa is valid for two months starting from the date you enter Cuba. Longer A2 residence permits are possible for foreigners married to a Cuban citizen (up to 9 months - to be checked with Immigration authorities in Cuba)

Reusing tourist visas NEW

If my American husband and children used the tourist visa to enter Cuba in May 2016. Do they need another tourist visa to enter in December 2016? They are traveling with me and I have Cuban and American passports.
