Can I use American express card(gold) issued in Croatia in Cuba.

Normally, YES.
American Express cards not issued or processed by
an US American bank (bank located in US territory)
are accepted in Cuba.
If your American Express card is issued in Croatia, I see no problem. However it's wise to take some cash with you for the first days.
(In your case Euros) Don't expect to pay with your creditcard in shops, restaurants etc. Only a few major tourist hotels accept creditcards.
Note that there are very few ATM's in Cuba, my recommendation:
for money withdrawal and exchange go (always) to a major bank or CADECA (Official Cuban exchange office) here you get the best exchange rates and reliable service. Never exchange money on the streets.
