Hi,
It's possible for a foreigner who has his residency in Cuba to open a Cuban bank account, this is allowed by the Cuban law. When a foreigner applies for a permanent residency visa he is even obliged to have a Cuban bank account with at least 5000 cuc to prove his solvency. But as I do understand your question well, you will only stay with a tourist visa for 30 days (or 60 days extended). I am not sure that you can get the bank account because you will stay for a short visit and will not have a permanent (fixed) address in Cuba. It is the same in many other countries, a foreigner has to have a permanent address in the country or the address of a resident with a proxy on the account.
An alternative is to use temporaly the account of a Cuban you can trust(!!) e.g. family, a good friend etc. The easy way for money transactions is to use your Visa or Mastercard.
