Yes, you can bring a bike to Cuba, the normal procedure is that you declare your bike to the Cuban customs.
Theoretically you have to pay import duties or sign a document that you will export the bike back to your country of origin after your vacation.
There is sometimes confusion about the rules, there is no uniformity. Some travellers report that they passed the customs without paying duties or problems, other travellers had to pay tax or sign a document.

Some airports like Varadero airport seems to be more "tourist friendly" than other airports.
Be sure to bring a copy of the receipt or an invoice of the bike stating the value.
Keep in your luggage a spare tire and repair kit, spare parts are unfindable in Cuba.
