Maybe you can contact a Cuban embassy in a nearby
country (Iran, United Arab Emirates, Lebanon??)
Or contact the Embassy of Egypt in Cuba.
Egyptian Embassy 5ta Avenida no. 1801 Esq. A 18 Miramar Havana Cuba
Phone: (+53) 7 242542 ; (+53) 7 242441
Fax: (+53) 7 240905
What kind of visa do you need? What's the nature of your activity in Cuba? Tourism? Work? Business? This are all different types of visa's. (and prices!) You also need a valid passport for at least 6 months valid after your departure in Cuba. An in Cuba accepted medical insurance is mandatory too. You also have to show a return airflight ticket. Note that your visa will always be temporary unless you marry a Cuban citizen than you can apply for a permanent residence.
A tourist visa is valid for 30 days (and one extension of 30 days) Work or business visa have a validity from a few months up to one year.

Yes, you can buy a Tourist Visa at Havana airport,
but you have to show a valid passport, valid for at least 6 months after your departure from Cuba.
Aso show a (valid) return flight ticket to your home country. In some case, the immigration officers can oblige you pay for a stay of three nights in a Cuban hotel. Note, there is no guarantee that you are allowed to enter the country with a tourist visa! Some airlines will not fly you to Cuba without a valid visa.
