Entry to Cuba

Our son will be travelling to Cuba with his school for a one week work program. He has a conviction for impaired driving which is under appeal. Can he be refused entry?

I am no immigration expert, but I think he can enter Cuba without a problem as long as he doen't drive a car in Cuba. The only documents he need to enter Cuba is
a valid passport (for at least 6 months) and the tourist visa.
