First this, in Cuba exists not only a dual currency system but also a 'dual internet' system. There is a system where Cubans only can send e-mails (text messages). This intranet is accessible for Cubans at the Correo de Cuba offices (Cuban Post Offices). To get an email address at correodecuba.cu the Cuban citizen has to show his identity card and buy access time at this intranet, the e-mail address is granted by the employee at the Post Office. A typical Cuban mail address is yolanda41 at correodecuba.cu.
The correodecuba.cu is a Cuban State intranet and an address can only made with Cuban approval and can not be compared to other email services like a hotmail, Gmail or Yahoo email account. You can send your email from any other mail service to a correo de cuba address, but you can't create a correo de cuba address from abroad, the way you create a hotmail, Gmail or Yahoo account. Cubans can also buy access time to the 'real internet' where they can create a G-mail ot Hotmail account.

- Is your email address correct? Did your message bounced?
Has the email address a "correodecuba.cu" extention or a "infomed.sld.cu" extention?
This are governmental email addresses often illegal used. This service is often rented (black market) to send a few mails but the "sender" can not always receive the messages because he/she has limited (illegal) access.
The majority of Cubans have only access to internet via the official internet cafe's. They have to pay access time and go each week to the internet cafe to check their account. (this are correosdecuba.cu addresses)
