Inviting a cuban to the usa

I would like to know if being a usa citizen inviting a cuban to the usa makes the wait time shorter than if a resident does this?

A Cuban citizen always need an invitation from abroad and an approval/exit visa from the Cuban authorities to leave the country. The wait time depend on several factors.
