Can a US citizen visit Cuba in a legal way or is it always forbidden by law? Are there any exceptions?

Travel to Cuba still illegal for US Americans

US citizens may not travel to Cuba due to the US embargo against Cuba. Any US citizen breaking this law can be fined up to 1.000.000 US $ and imprisoned for up to 10 years. US citizens need a license from the US Treasury Department. The license is not issued for vacations or leisure, but exceptions are made for cultural, humanitarian, special business purposes and religious issues. For more details check with the US Governmental website http://www.treas.gov .



But,I know a US citizen who travelled to Cuba without such a licence. Is this possible ?


Yes, some US citizens ignore the embargo and travel to Cuba via Cancun in Mexico or Toronto in Canada, because there are no direct flights between the USA and Cuba. The Cuban customs officials do not stamp US passports. An estimated 100,000 US people have travelled to Cuba this way, but it remains illegal for US citizens and they can be fined.
US customs and immigration officers may check your luggage and when they find any indication
of your stay in Cuba such as a bottle of rum, cigars, a Cuban T-shirt etc., they may open an
investigation.
