US Dollar To CUC

Going on a legally sanctioned humanitarian effort to Cuba. Looking to see if it is better to convert US$ into CAD$ or Euros before.

Is the following roughly correct:
US $100 - 10% commission = US $90 x .9259 = 83.33 CUC
US $100 = CAD $126 x .7484 = 94.30 CUC
US $100 = Euro 79 x 1.1867 = 93.75 CUC

Key question is whether the 10% commission is off top the initial US $100? If before exchange rate, it would seem much better to convert to another currency before traveling to Cuba. Thoughts?

Do NOT Use US Dollars in Cuba

Please, do NOT use US Dollars in Cuba. Due to the embargo the Cuban Goverment can't exchange dollars, so to discourage the use of US dollars in Cuba there is still an extra charge of 10% when exchanging US dollars. The 10% comes before you exchange into CUC, you start with 90$ instead of 100$
I think for a US citizen the best is to exchange your dollars into Canadian dollars and than exchange to CUC in Cuba.
Note that this extra 10% penalty is only valid for cash(banknotes) not for account transfers etc. Don't exchange to much foreign money in CUC, outside Cuba the CUC is worthless.
In Cuba cash is king, the use of credit cards is almost nil.
The problem for US citizens is that they can not use their credit cards in Cuba, the processing thru US banks is blocked.
